Tenders and Procurement Management Program
Professional Global for Managing Educational Projects (PGMEP) announces the launch of a training program in tender and procurement management according to the Palestinian public procurement law.
The program is accredited by organizations working in the professional criteria and administrative excellence, like the Council of Arab Economic Unity and the American Management Institute (AMI).
The certificates of this program can be authenticated by the Egyptian Ministry of External Affairs and the American Society of Professional Engineers (ASPE).
Program Outcomes
You will receive a local certificate issued by the Professional Global for Managing Educational Projects (PGMEP) that clarifies the course content and the group’s professional research, the certificate is accredited by the International Network for Quality Assurance Agencies (INQAAHE), Spain.
You can become internationally accredited by related international organizations like the American Society of Professional Engineers (ASPE), the Global Council for Law, Arbitration and Intellectual Property (GCLA), or the American Management Institute (AMI).
You can also request professional accreditation from the Council of Arab Economic Unity, authenticated by the Egyptian Ministry of External Affairs.

- Introduction to the Palestinian public procurement system and the reasons that lead to the foundation of procurement law, organizational procedures and definitions, procurement and vendors committees, project missions, goals, importance, and preparation steps, tenders: concept, specifications, and preparation steps, forms and types of tenders.
- Tender stages, conditions, opening, and evaluation, awarding procedures, and contract signing. Practical assignment on the tender announcement, opening steps, evaluation, and financial auditing.
- Tender bonds, their definition, types, forms, essays, values, timing, auditing methods, bond seizure, and its procedures, bonds in the Palestinian law.
- Payments procedures, risks of payment delay, and assignment on change requests.
- Change requests, their definitions, procedures, and descriptions, value estimation of changes, and modifications. Timetables for tender awarding, contract signing, project execution and handover, and payment schedule.
