Real Estate Equity Technicals & Procedures Program

Land in Palestine is a complex and multifaceted issue, encompassing historical, political, developmental, procedural, technical, and legal dimensions. There are two institutions responsible for overseeing the regulation of this sector and its transactions: the Land Authority and the Land and Water Settlement Commission. These institutions handle numerous transactions aimed at establishing ownership, transferring, encroaching upon, and partitioning land. It is crucial that those involved in executing these transactions have a thorough understanding of the procedural and technical aspects related to their completion, in order to safeguard rights and prevent conflicts.

The Professional Global for Managing Educational Projects (PGMEP) is pleased to announce a specialized training program on the procedural and technical aspects of real estate transactions within land and settlement departments.

The program includes comprehensive information about land registration processes and procedures before the settlement departments, supported by presentations and templates. The sessions will involve discussions on practical challenges in real estate disputes and land registration procedures, as well as hands-on exercises in completing land transactions.

The program aims to focus on the practical and specialized aspects of land ownership transactions, both procedurally and technically. It covers various types of transactions, including settlement and new land registration procedures for different land types, whether natural or financial basins, ongoing settlement, land disposal through sale or mortgage, changing ownership through partitioning, merging and unification of parcels, as well as inheritance, donation, wills, and acquisition. The course also addresses practical and technical challenges related to reservations, court enforcement, and property valuation (appraisal).

Program Outcomes

You will receive a specialized professional course certificate accredited by the Professional Global for Managing Educational Projects (PGMEP). The certificate will include a mention of the participant’s study and professional research. Accredited by the International Network for Quality Assurance Agencies in Higher Education (INQAAHE), Spain.

You will have the possibility to request a specialized professional accreditation from the Economic Unit Council affiliated with the Arab League University, authenticated by the Egyptian Ministry of Foreign Affairs.

You will also have the possibility to obtain an international certificate from specialized international organizations such as the Global Certification and Licensure Association (GCLA) and the American Management Institute (AMI).

Program Objectives

  1. Introduce the legal and institutional framework for regulating the land sector in Palestine.
  2. Familiarize participants with the current transactions in the departments of settlement, land registration, and related institutions (Sharia and civil courts, financial departments, notary public, municipalities, and local councils).
  3. Provide knowledge about the required documents, papers, and procedures for conducting land settlement and registration transactions.
  4. Explain the steps involved in procedures for sales, mortgages, and inheritance transfers.
  5. Cover the technical procedures for voluntary and judicial partitioning, layer division, and apartment segregation transactions.
  6. Discuss land reservations, public auctions, and their procedures.
  7. Provide an overview of real estate appraisal processes and procedures.
  8. Explain the types of property taxes and their calculation methods.

Program Content

  • First Meeting: General Introduction to the Institutional Framework of the Land Sector, Types of Lands, Relevant Regulations, and Types of Ongoing Transactions, as well as the Requirements for Transaction Completion in General.
  • Second Meeting: Procedural and Technical Aspects of Land Settlement Operations, Surveying, and Claims at the Settlement Offices, and New Registration Transactions at the Land Authority.
  • Third Meeting: Procedures for Sales, Mortgage, and Inheritance Transfer at the Land Authority Offices.
  • Fourth Meeting: Various Types of Partitioning Transactions (Voluntary Partition, Judicial Partition, Layers and Units, Consolidation, and Unification).
  • Fifth Meeting: Practical Applications in Sales, Reservations, Real Estate Disputes, Estimation, and Property Tax.
